Announcements are general informational messages, like an announcement about upcoming health insurance enrollment. Sufficient permissions nor clearance are required to view alerts and announcements. They appear in multiple places.

They appear in plain sight immediately following authentication in administration in the "Latest alerts" and "Latest announcements" sections.
